UNA Provincial Negotiations Update #5

Important update from United Nurses of Alberta's Negotiations Committee. Please share with UNA members.

UPDATE # 5

Talks were scheduled to continue April 2, 3 and 4 of this week, however the April 2, 2024, Government announcement of "Recovery Alberta" pre-empted negotiations.

While AHS has identified that some 3,200 individuals covered by the UNA collective agreement will be directly affected, the impact affects the rights of the entire 30,000 RN's and RPN's in the bargaining unit.

UNA asserts the affected employees have the right to voluntarily transfer to Recovery Alberta or exercise rights under Article 15 Layoff and Recall as contained in the Letter of Understanding #4 Re: Transfer of Programs.

The Government announcement and the AHS communications to staff failed to acknowledge such rights.

UNA has asked AHS to confirm Letter of Understanding #4 applies to the movement of employees to Recovery Alberta. AHS will only say it is premature to answer our specific questions.

The Negotiating Committee is very concerned AHS will not acknowledge all Collective Agreement rights or may expect Government legislation to establish Recovery Alberta will strip away rights contained in Letter of Understanding #4.

A letter has been sent to Premier Danielle Smith and Dan Williams, Minister of Mental Health and Addiction urging them not to use legislation to interfere with negotiated rights of UNA members.

In light of the announcement of Recovery Alberta Organization, UNA has also asked AHS to disclose any activities underway regarding service or staffing changes related to the other health care Organizations (Primary Care, Acute Care and Continuing Care).
