Ministerial Order issued on transfer of AHS employees to Recovery Alberta

United Nurses of Alberta members who receive notice early next week that their position is moving from Alberta Health Services to Recovery Alberta must choose either to accept or decline the transfer by August 6, 2024.
UNA was informed today that the Alberta Government has issued the expected Ministerial Order confirming the employees whose positions are moving from AHS to Recovery Alberta is effective on September 1, 2024. A copy of the Ministerial Order is posted with this update.
The notice to UNA from the Alberta Health Ministry notes that the transfer of unionized employees from AHS to Recovery Alberta will be treated as a successorship as outlined in legislation, which means the current collective agreement will continue to apply. Staff transitioning to Recovery Alberta’s day-to-day work will be the same and will continue to use the same systems and processes, including Connect Care and e-People.
AHS employees currently in an Addiction, Mental Health, and Correctional Health Services positions identified to transfer to Recovery Alberta should receive a transfer notice.
AHS employees who hold more than one position will receive a transfer notice for only the position in Addiction, Mental Health, or Correctional Health Services.
The government advises all employees to check their AHS email address between July 22 and July 25, 2024, for their notice.
“Transfer Notices for regular employees in the UNA bargaining unit require a response,” the message said. “You will need to choose to either accept or decline the transfer. Your selection will be made electronically in the letter and is due by August 6, 2024.”

On May 31, UNA completed five days of negotiations with AHS regarding the transfer of employees to Recovery Alberta. A new Letter of Understanding was achieved that protects the rights of Employees impacted by the creation of Recovery Alberta.
